Maritime Training & STCW Courses › Lifeboat Operator & PSC
The short answer
- Lifeboat Operator (formerly Lifeboatman) is a national endorsement for taking charge of survival craft. The name changed in January 2025; the requirements didn't.
- Proficiency in Survival Craft (PSC) is the matching STCW endorsement for seagoing ships.
- Each comes in a full version and a Limited version for vessels with liferafts but no lifeboats.
- You need Lifeboat Operator for the national AB, and PSC for Able Seafarer-Deck.
What is it?
| Lifeboat Operator | Lifeboat Operator-Limited | PSC / PSC-Limited | |
|---|---|---|---|
| Type | National | National | STCW |
| Covers | Lifeboats, liferafts and rescue craft | Liferafts, rescue boats and other survival craft, not lifeboats, for vessels fitted with liferafts but no lifeboats | Survival craft and rescue boats other than fast rescue boats. PSC-Limited excludes lifeboats. |
| Regulation | 46 CFR 12.407 | 46 CFR 12.409 | 46 CFR 12.613 |
Who needs it?
- Anyone going for the national AB. Lifeboat Operator or Lifeboat Operator-Limited is required for every Able Seafarer category. 46 CFR 12.401 AB, RFPNW & Able Seafarer-Deck →
- Anyone going for Able Seafarer-Deck. PSC or PSC-Limited is required. 46 CFR 12.603
- Mariners an employer assigns to survival craft duties, which the company may require even if you're not pursuing AB.
Who may not need it?
If you're not working toward AB or Able Seafarer-Deck, and your employer doesn't assign you survival craft duties, you may not need it yet. And if you'll never sail on a vessel covered by STCW, you need the national Lifeboat Operator (for AB) but not PSC.

Requirements
Lifeboat Operator and Lifeboat Operator-Limited
- At least 18; Coast Guard medical exam and drug test; able to speak and understand English as needed in an emergency.
- 12 months of sea service on ocean, coastwise, inland or Great Lakes routes, or 6 months plus an approved course. For the Limited endorsement, service in any department counts. 46 CFR 12.407 46 CFR 12.409
- An oral examination in English and a practical demonstration: taking charge of survival craft, launching and recovery, operating the engine, handling survivors, and using emergency communication equipment.
Proficiency in Survival Craft (PSC)
- At least 18; meet the Lifeboat Operator standards; complete STCW Basic Training. 46 CFR 12.613 Basic Training →
The course
An approved lifeboat course covers lifeboats, liferafts and davits, launching and recovery, engines, boat handling, and taking care of survivors, with hands-on practice and the practical demonstration. Many schools combine the national Lifeboat Operator and STCW PSC in one course. Check that the course is approved for the exact endorsements you need. How to check a course →
What happens after the course?
- Keep the course certificate and your sea-service letters.
- Apply to the National Maritime Center, often together with your AB application.
- Lifeboat Operator is printed with your national endorsements and PSC on the STCW page. You hold them once they're on your MMC, not when the course ends.
- Keep PSC current. Every five years you'll need 1 year of sea service in the last five years, or approved refresher training. 46 CFR 12.613
Common mistakes
- Taking the Limited version when you'll sail on ships with lifeboats. The Limited endorsement doesn't cover lifeboats.
- Applying for AB without it. Every Able Seafarer category needs Lifeboat Operator.
- Thinking only deck time counts. For Lifeboat Operator-Limited, the regulation counts service in any department.
- Letting PSC lapse while you focus on other renewals.
- Searching only for "Lifeboatman." Course listings and checklists now use "Lifeboat Operator."
Unless you're sure you'll only ever sail with liferafts, take the full Lifeboat Operator. Narrowing your endorsement to save a little time can narrow the jobs you can take.
